Request quotes for the file's ready markets

Requests each ready market (all, or program_ids) through Hedge’s durable quote request; the result arrives on GET .../instant-quotes and GET .../quotes. A market that is not ready says why in results[]: not_ready (a 409 item with its missing[]), not_a_fit (with reason), preparing, already_quoting or already_quoted. The response is 200 when at least one market was requested or is already quoting or quoted, else 409 with the same body. Submit scope.
