One row per thing Hedge still needs from you on this submission: unmet market requirements, carrier application questions, facts the record lacks for a market’s application, and documents. Each row names the markets waiting on it (with their group), where the answer lands, and whether and when Hedge asked for it. A row leaves the list once the record satisfies it. Deterministic and read-only.
